If you want to set up an informational interview at a magazine, should you contact the managing editor?

I want to contact magazines that don’t have job openings listed to A) inquire about potential job openings and B) request an informational b/c they probably don’t have any openings.

I want to ask about both of these things—-It seems like managing editor is best for job opening questions but a different editor might be better for an informational interview. Who’s best to contact if I’m asking about both?
